-Proposal purpose 
Capturing the attention of new users and demonstrating the value they receive during their first interaction is key to retaining their interest. New users need a reason to return to OC — potentially bringing friends, soon enough the network goes exponential, and so on. Quality products that exceed their competitors will organically go viral. All it takes is a critical mass of users to get the ball rolling and demonstrate the product and its capabilities. With that in mind this proposal seeks to display and explore OCs capabilities with both Curren and new users. 

Below is a list of some of the methods and techniques employed to achieve aspirations.

   -Giveaways
This proposal seeks to create a mind blowing amount of giveaways using multiple coins — 90% of which will be OpenChat. The justification for using other coins is because people enjoy a variety of rewards. Therefore it’s in the interest of open chat to fund the giving away of other coins. However, this is optional depending on what the community prefers. 

   -NFTs
This proposal seeks to acquire & give-away a minimum of 10 NFT’s of varying value & themes. It is expected that at least two of these NFTs will become extremely valuable over time making them sort after, therefore creating high interest in winning said NFTs. The exact mechanism of earning the NFTs will be a surprise/creative/spontaneous.

   -Simple games & rewards
This proposal seeks to interact with other players on Open Chat. During the process creating simple tasks and competitions for especially new users. New users who find open chat engaging and rewarding and worthy of their attention will return — with their friends & family. 

   -Provide assistance and knowledge 
This proposal seeks to provide assistance to new users with simple information and solutions when encountering issues in the chat rooms/communities. It’s a form of instant help-desk. Encouraging people to find positive solutions.

   -Information dispersal creatively capturing attention
This proposal seeks to create light-hearted simple funny posters to disperse in multiple communities promoting OPEN CHAT and the whole ICP ecosystem that uses OPEN CHAT — developing intrigue, expanding awareness, just for fun interactions and community enhancement.

   -Experiment with pay-gate technology 
This proposal will experiment with a pay-gated community and gift giving. This experimental community will attempt to evolve into an advertising community. At the very least this attempt will provide an example for other uses to follow. This pay-gated community will attempt to employ the assistance of moderators and employ the free labor of love from various meme believers to benefit their communities. Whilst there’s no guarantee that this community will be profitable in itself there is a guarantee that the community will create alternative use cases within open chat and potentially spark creative spin-offs and variations, and iterations. There’s no predicting where some ideas go or where they need to go to be successful. At the very least this community will test some theories about online community interactions that are floating about the Internet currently.

    -Influencers & KOLs
This proposal seeks to connect with KOLs (key opinion leaders), seeking collaboration with the view to expanding engagement, attention, sense of community and creating new use cases for OC. This is just the beginning. No promises but this grant gets the ball rolling.

   -Challenges 
Note: this proposal faced a dilemma, in that it seeks to explain the value proposition of intellectual products whilst at their same not giving away the plans to the Death Star. (to use a popular metaphor). Hence some details are omitted.

   -50% of funds returned to the community
It is important to know that 50% of the funds will be returned to OpenChat players/users/KOLs. Facilitating such community interest, engagement and ATTENTION takes time and is potentially valuable to OC.

   -In conclusion
300 Chat — to be invested in the community seeking to engage new users, expanding the ecosystem with silly games and giveaways especially as we enter the festive season. 

300 Chat — for 10 NFT for future giveaway around the festive season. Quality. Potentially extremely rewarding NFTs! Creative techniques employed to expand interest and everyone new users. This could lead to NFT dedicated chat room. At the very least it will spark perhaps a frenzy of interest especially if some of the NFTs become extremely valuable in the next months/year.

200 Chat — this will fund engagement with KOLs and key YouTube influencers incentivising them to participate in online activity, broadening attention. This is just the beginning.

800 Chat ICP — remuneration for DEV, planning, strategising, creating, writing this proposal. Getting it done.

Total — 1600 Chat

This project proposal seeks to expand awareness, capture attention, explore and create new use cases utilizing OC’s futuristic toolbox suite.

Enhance OpenChat user engagement with meaningful interaction, engagement, assistance, guidance and fun.

The CyclesDispenser canister ([gonut-hqaaa-aaaaf-aby7a-cai](https://dashboard.internetcomputer.org/canister/gonut-hqaaa-aaaaf-aby7a-cai)) keeps all the 'top level' OpenChat canisters running by topping them up with cycles when necessary.

These 'top level' canisters then top up their children (if any). For example, the CyclesDispenser tops up the LocalUserIndex canisters which then top up the User canisters.

Each time the CyclesDispenser's cycles balance drops below a configured threshold it will attempt to burn a configured amount of ICP into cycles.

This means that in order to keep OpenChat running, the CyclesDispenser's ICP account must be regularly topped up.

The CyclesDispenser canister was previously topped up with 1,000 ICP as a result of [this proposal](https://dashboard.internetcomputer.org/sns/3e3x2-xyaaa-aaaaq-aaalq-cai/proposal/71). That ICP has now all been burned into cycles. This ICP was used up much faster than normal because as a one time job the cycles dispenser topped itself up with 2000T cycles and also topped each of the SNS canisters up with 100T cycles.

Transfer 5,000 ICP to the CyclesDispenser canister

This is the second of two proposals which add liquidity to the [CHAT/ICP pool on InfinitySwap](https://app.infinityswap.one/pools/stats/vahkw-kaaaa-aaaal-acaza-cai).

For each of these users, the proposals_bot will call into the group canister corresponding to the given governance canister to set the user's role within the group to admin.

This is a very exciting enhancement that we've all been waiting a long time for! With the release of iOS 16.4 we can now support push notifications on iPhone. Note that you must be on iOS 16.4 for this to work.

We have further work planned to also add unread message counts to the home screen via the Badges API which is now also supported in iOS 16.4.

### Support multiple group owners

It will now be possible to create multiple owners for a group. This reduces the chance that a groups becomes stuck with an absent owner. More changes will come with the roles and permissions system as we prepare for [Communities](https://oc.app/blog/communities).

We now support block level markdown when code blocks are detected. This makes life easier for those of you sharing snippets of code.

Don't make the user wait for confirmation when creating a reminder. Assume success and then prompt in the case of failure. Also ensure that the ChatBot direct chat does not enter an infinite loop under certain circumstances.

### Ensure that frozen groups cannot be previewed

Under exceptional circumstances, platform moderators can choose to freeze a group. Typically this would only be done if the content in the group were considered to be unacceptable. Currently a frozen group can still be previewed and therefore the content of the frozen group is still publically available.

This change ensures that if a group is frozen it also cannot be previewed.

Note that OpenChat's moderation system will be enhanced and clarified in the near future such that unilateral platform moderator action should not be required.

### Enable gated groups

Diamond members may now choose to add a membership gate to their groups to control entrace criteria. Currently we support three gates:

- Diamond members: only users with Diamond membership can join the group
- CHAT neuron holders: only holders of CHAT neurons can join the group
- SNS1 neuron holders: only holders of SNS1 neurons can join the group

When your group requires users to hold a particular SNS neuron, the group owner can also specify a minimum stake and / or dissolve delay.

We will extend this feature in the future to add more access gates, for example, ownership of a specific NFT collection.

### Enable message reminders

Diamond members can now create reminders for specific messages. Add a reminder for a message and the ChatBot will send you a reminder at a later date.

### Remove crypto transfer limits

We have removed the limits that were previously imposed on crypto transfers. These limits were put in place very early as a safety net on a new feature and are no longer useful or necessary.

As it stands you can find your referral link by opening your _Profile Settings_ from the main menu and then opening the _Invite friends/family_ section. If you share this link and people use it to join OpenChat you can see their usernames in a list at the bottom of this section.

This is a proposal for the OpenChat core dev team to build referral rewards according to the following plan which was discussed and refined in the [OpenChat Roadmap](https://oc.app/n2qig-viaaa-aaaar-ahviq-cai/1) group.

- If you refer a user who becomes a Diamond member you will be sent 50% of the payment and the remaining 50% will be sent to the SNS treasury.
- This applies to all Diamond membership payments made within the first year of the user joining OpenChat.
- (if a recurring membership is renewed within the first year but was not actually due until after the first year then this revenue is not shared)
- You need to be a Diamond member to receive referral rewards otherwise there is an incentive to refer a new user to give yourself 1/2 price Diamond membership.
- Whenever you are sent a referral reward you will also be informed by the OpenChatBot.
- Right now Diamond membership is paid for using ICP but soon it will be paid for using CHAT. Referral reward will be paid using the same token as was taken in payment.
- We will backdate referral rewards for all existing referrals. The referrer and referrals must be Diamond members. The OpenChat SNS will need to cover this cost.
- When you copy a group invite link it will also include your personal referral code by default ([already DONE](https://oc.app/nsbx4-4iaaa-aaaar-afusa-cai/116)).

**How did it start and what is happening?**
Initially, members of our community received voting neurons that didn't follow anyone. Some of our community members vote manually. Others follow the founding team's beacon neuron. Others, not knowing about its existence - have abandoned their participation (or they don't follow it because they know it's not conducive to democratization the [DAO](https://wikipedia.org/wiki/Decentralized_autonomous_organization)).

**What's the problem and what needs to be changed?**
DAO, like every DAO, aims to organize its activities in a decentralized and independent manner. *Democracy is a form of government in which citizens exercise power directly or through their elected representatives. Currently for example in most countries, a form of indirect power predominates, which means that representatives must be elected.* The implementation of these assumptions requires voting members to be able to elect their representatives in a simple and transparent way. We should be able to follow community members with whom we somehow agree on the prospects of OC development, but it was never meant to be handed over to just one entity to just maximize voting rewards. Giving liquid voting power to a single entity doesn't seem appropriate and even senseless, given that the current rewards are only driven by inflation. Also, I **don't think** that with the potential introduction of the "Known Neurons" option, the initial DEVs' team neuron should be automatically added without the voting process (as in NNS: [DFINITY](https://dashboard.internetcomputer.org/neuron/27) & [ICA](https://dashboard.internetcomputer.org/neuron/28)).

**What should be done to change it and prevent the mistakes of predecessors?**
Adopt this proposal, and prepend each entry to the list with a community voting in the form of a proposal (like this one).

**What will happen if this proposal is accepted?**
Basically nothing. This is just a motion proposal which is community voice to DEVs' team that we expect this functionality to be added to our DAO. It should be done without undue delay.

**What happens if the proposal is rejected?**
Nothing will change, and the activity of voting and following initial DEVs' team neuron will still remain at around 50% ([example](https://dashboard.internetcomputer.org/sns/3e3x2-xyaaa-aaaaq-aaalq-cai/proposal/117)).

## A proposed set of platform rules

Following on from a [productive discussion in the OpenChat Roadmap group](https://oc.app/n2qig-viaaa-aaaar-ahviq-cai/17), we would like to propose a final set of high level platform content rules.

These rules will exist to offer guidance to users on what they can and cannot post on the service. They will also form a standard against which any message that is referred for platform moderation will be judged.

The purpose of this proposal is simply to agree that such rules should exist, should be clearly stated and that the rules proposed are reasonable. If this proposal passes then there will be a follow up proposal for the changes required to implement these rules and a reporting system based around them.

### Proposed rules

- Do not threaten to harm another individual or group of people. This includes direct, indirect, and suggestive threats.

- Do not solicit, share, or make attempts to distribute content that depicts, promotes, or attempts to normalize child sexual abuse. Also, do not post content that in any way sexualizes children.

- Do not share sexually explicit or sexually suggestive content of other people without the subject’s knowledge and consent, otherwise known as “revenge porn.” This includes the non-consensual distribution of intimate media that was created either with or without an individual’s consent.

- Do not share content that glorifies, promotes, or normalizes suicide or other acts of physical self-harm. This includes content that encourages others to cut, burn, or starve themselves, as well as content that normalizes eating disorders, such as anorexia and bulimia. Self-harm acts or threats used as a form of emotional manipulation or coercion are also prohibited.

- Do not share real media depicting gore, excessive violence, or animal harm, especially with the intention to harass or shock others.

- Do not use OpenChat to promote, coordinate, or execute financial scams.

## Do not allow private messages to be previewed

Previously if a private group had an invite link enabled, a user could preview the group including the messages (if message history was enabled). This was by design but unexpected to some people. To further enhance security this has now been changed so that only the group name and description can be seen until a user chooses to join the group.

We have now implemented a new strategy to ensure that user's principal originated with II and so this second app level CAPTCHA is no longer necessary.

### Wallet management enhancements

We have split the account management into two separate functions: Sell & Deposit. In the Sell section we have added a QR code scanner to make it easier to enter the target account information.

### Enhanced user referral capture

User referral codes will now also be captured when sharing group links. This is in preparation for the up coming user rewards scheme that we will be proposing.

### Add support for message reminders

## Preparation for Bitcoin Miami promotion

In partnership with Dfinity, we will be onboarding attendees of the 2023 Bitcoin Miami conference into the OpenChat ecosystem via a custom landing page. This will help promote the power of ckBTC and gain OpenChat some new users from outside the IC ecosystem.

## Add a new TURN / STUN server config

OpenChat has been using a free STUN server and non-functional TURN server since the beginning. To attempt to improve the reliability of WebRTC, we introduce a more robust STUN / TURN config.

## Enable reporting of messages

Following up on the recent addition of high level platform content rules, we now enable a mechanism for users to report public messages for platform moderation. This can now be done via the message context menu.

## Changes to group membership control

Previously users could only be added to private groups and they could be added directly by an admin / owner of the group. We have now changed this so that for both private and public groups users can be _invited_ to the group. This means that it is always the choice of the individual user whether they join a group or not.

Upgrade User canisters to 2.0.645

This proposal hands control of the new MarketMaker canister over to the OpenChat SNS.

This canister is currently only integrated with ICDex but in the future it can integrate with many more order book DEXes.

It will poll the CHAT/ICP market on ICDex once every minute to get the latest price and any existing orders, it will then determine if it should create any additional orders, and if so, will make them.

This canister will hold a pool of CHAT and ICP tokens transferred from the OpenChat SNS treasury by proposal which it uses to make market orders.

It will not manipulate the market in any way. It will only make limit orders which add liquidity to the market, it will not make market trades and therefore will not move the price itself. The Bid and Ask orders on either side of the latest price will be balanced so that buyers and sellers both have access to the same amount of liquidity.

Register MarketMaker canister as an SNS controlled canister

The CyclesDispenser canister ([gonut-hqaaa-aaaaf-aby7a-cai](https://dashboard.internetcomputer.org/canister/gonut-hqaaa-aaaaf-aby7a-cai)) keeps all of the 'top level' OpenChat canisters running by topping them up with cycles when necessary.

These 'top level' canisters then top up their children (if any). For example, the CyclesDispenser tops up the LocalUserIndex canisters which then top up the User canisters.

Each time the CyclesDispenser's cycles balance drops below a configured threshold it will attempt to burn a configured amount of ICP into cycles.

This means that in order to keep OpenChat running, the CyclesDispenser's ICP account must be regularly topped up.

This first proposal transfers 100 ICP to the CyclesDispenser's, subsequent top ups will be larger.

Upgrade LocalUserIndex canisters to 2.0.634

We propose to create a UK based not-for-profit company called "OpenChat Labs" whose founding mission is to design and build the OpenChat dapp.

This company would employ the core dev team and be funded by the OpenChat SNS DAO. Up until this point OpenChat costs have been funded by DFINITY but that has now come to an end.

As a legal entity associated with OpenChat it can also be used for the following:

- Allow us to grow the core team further
- Own the oc.app domain name
- Hold and defend the open source license for the OpenChat source code
- Enter into contracts with the app stores so OpenChat can have native apps
- Pay for off-chain services, for example
  - hosting of the push notifications relay
  - 3rd party WebRTC signal service
  - 3rd party TURN server for WebRTC messaging and peer to peer audio/video calls
  - 3rd party service for high quality audio/video chats

Technically the company would be "limited by guarantee" rather than "limited by shares" which would be typical for a for-profit company.

The reason why we propose a UK company is because the 3 existing core dev team members all live in the UK and so this is simpler and cheaper than alternatives. The UK government has made encouraging noises about their desire for the UK to be crypto-friendly however, if in the future the UK regulatory environment makes it too difficult to be based in the UK, we can then consider creating an equivalent legal entity elsewhere and transferring any OpenChat assets.

OpenChat Labs would be funded by making quarterly proposals to transfer ICP from the OpenChat SNS DAO. The expected annual costs would be around $700K the majority of which would be to pay the core dev team but would also include:
 - accountancy & bookkeeping
 - legal fees
 - office & equipment
 - insurance
 - off-chain services

This won't include ICP for cycles to run the OpenChat dapp which will continue to be funded by proposal as required.

## Capture the user's NNS principal for initial airdrop

As agreed in [a previous motion proposal](https://oc.app/nsbx4-4iaaa-aaaar-afusa-cai/64), the OpenChat DAO will be airdropping 1M CHAT tokens to users who had diamond membership before the cutoff date.

The next step is to implement the code required to capture the user's NNS principal. Eligible users will be automatically prompted to enter their NNS principal and will have around a week to do so.

User's will be automatically prompted once, but registration will also be accessible from the main menu until the registration period closes.

This proposal hands control of the new ProposalValidation canister over to the OpenChat SNS.

For each SNS proposal which calls a custom function, there must be a corresponding 'validation' function which validates the proposal's payload and provides a human-readable rendering of it.

Sometimes we want to call into canisters which belong to external services (eg. InfinitySwap). These proposals still require validation functions, so this canister exposes a validation function for each external service function we want to call via SNS proposal.

At first there are 2 functions:

**infinity_swap_receive_tokens_validate**
InfinitySwap's `receive_tokens` function notifies their swap canister that we have transferred tokens to it

**infinity_swap_mint_validate**
InfinitySwap's `mint` function instructs their swap canister to 'mint' the tokens we have transferred it into liquidity

In the future there are likely to be many more functions added to this canister.

## Description

### Upgrade website to v2.0.639

The main purpose of this release is to improve the stability of chat scrolling particularly on iOS Safari.

The change involves inverting the scroll direction of the main chat window. The main side-effect is that the calculations required to maintain scroll position on iOS Safari (and Firefox) are now required when scrolling backwards in the timeline rather than forwards. This makes the experience smoother for the user in the most common use case.

In addition, there are some bug fixes around how events are loaded from the indexeddb cache and how event windows are loaded which will make for a smoother experience when loading chats that have a higher proportion of non-message events (such as reactions and threads).

We (the OpenChat dev team) propose to create a new MarketMaker canister. At first this canister will only integrate with ICDex but in the future more DEXes can be added.

It will poll the [CHAT/ICP market on ICDex](https://avjzx-pyaaa-aaaaj-aadmq-cai.raw.ic0.app/ICDex/CHAT/ICP) once every minute to get the latest price and any existing orders, it will then determine if it should create any additional orders, and if so, will make them.

This canister will hold a pool of CHAT and ICP tokens transferred from the OpenChat SNS treasury by proposal which it uses to make market orders.

It will not manipulate the market in any way. It will only make limit orders which add liquidity to the market, it will not make market trades and therefore will not move the price itself. The Bid and Ask orders on either side of the latest price will be balanced so that buyers and sellers both have access to the same amount of liquidity.

It will run autonomously under the control of the SNS, but its configuration can be changed by 'platform operators'. The configuration options are as follows:

**enabled** - true/false

**price_increment** - the price increment in e8s between each Bid/Ask order

**order_size** - the size of each order in e8s

**min_order_size** - the minimum size of a single order (eg. when topping up a partially filled order)

**max_buy_price** - the maximum price at which the market maker will place Bid orders

**min_sell_price** - the minimum price at which the market maker will place Ask orders

**min_orders_per_direction** - the minimum number of orders the market maker will create in each direction

**max_orders_per_direction** - the market maker will cancel orders in either direction if this number is exceeded

**max_orders_to_make_per_iteration** - the maximum number of orders to make each time the job runs

**max_orders_to_cancel_per_iteration** - the maximum number of orders to cancel each time the job runs

If this proposal is accepted we will make another proposal to hand control of the MarketMaker canister to the SNS and then 2 transfer proposals transferring it ICP and CHAT respectively.

The CyclesDispenser holds a whitelist of canisters which are allowed to request cycles top ups. This proposal adds the new MarketMaker canister to that list.

Add MarketMaker canister to CyclesDispenser's whitelist

The CyclesDispenser canister ([gonut-hqaaa-aaaaf-aby7a-cai](https://dashboard.internetcomputer.org/canister/gonut-hqaaa-aaaaf-aby7a-cai)) keeps all the 'top level' OpenChat canisters running by topping them up with cycles when necessary.

These 'top level' canisters then top up their children (if any). For example, the CyclesDispenser tops up the LocalUserIndex canisters which then top up the User canisters.

Each time the CyclesDispenser's cycles balance drops below a configured threshold it will attempt to burn a configured amount of ICP into cycles.

This means that in order to keep OpenChat running, the CyclesDispenser's ICP account must be regularly topped up.

## Description

The main purpose of this release is to improve the stability of chat scrolling particularly on iOS Safari.

The change involves inverting the scroll direction of the main chat window. The main side-effect is that the calculations required to maintain scroll position on iOS Safari (and Firefox) are now required when scrolling backwards in the timeline rather than forwards. This makes the experience smoother for the user in the most common use case.

In addition, there are some bug fixes around how events are loaded from the indexeddb cache and how event windows are loaded which will make for a smoother experience when loading chats that have a higher proportion of non-message events (such as reactions and threads).

## Additional bug fixes

- couple of fixes for closing threads
- fix bug where threads incorrectly appear unread (also needs user upgrade)

On the 27th of February we [tweeted](https://twitter.com/OpenChat/status/1630235287941988353) that we will propose an airdrop for OpenChat users who had Diamond 💎 membership before the tweet date.

The details of the airdrop are as follows:

- The value of the airdrop will be 1 million CHAT (1% of total initial supply)
- Each qualifying user will receive a single neuron with a 12 month dissolve delay
- Any user who had Diamond membership before the tweet date (27th February 15:55 UST) will be eligible
- Apart from the OpenChat dev team who will not be eligible
- Once implemented, each eligible user will be prompted in OpenChat for their NNS dapp principal (exact mechanism TBC)
- Once prompted, all eligible users who reply before a 7 day deadline will qualify

Once the deadline has been reached the OpenChat UserIndex canister will distribute neurons according to the following algorithm:

- All qualifying users (N) will be ordered by the date they joined OpenChat
- The average token value per user A = (1,000,000 / N) CHAT
- The earliest user will receive A x 1.5 tokens
- The latest user will receive A x 0.5 tokens
- The other users will receive an amount linearly between the max and min depending on their order
- For example if there are 10,000 qualifying users, the average will be 100, the max 150 and the min 50

If this motion proposal is agreed we will start the implementation and once complete, make executable proposals to:

- Transfer 1 million CHAT from the SNS treasury to the OpenChat UserIndex canister
- Upgrade the UserIndex canister with the necessary code to make the airdrop
- Upgrade the website with the necessary code to collect an NNS dapp principal and notify the UserIndex

The reason for airdropping neurons rather than liquid CHAT is because this:

- increases the decentralization of OpenChat governance
- gives 1000s more users a long term interest in the success of OpenChat
- rewards early users without risking a price crash

The reason for the cut-off date is because the airdrop is worth more per user than the membership cost and so we could otherwise attract users who are only in it for the tokens.

Note this is not the only airdrop. This is specifically for early users. We will be making further proposals for:

- a referral reward scheme to help bring in new users
- ongoing user rewards based on reputation to help improve engagement and quality

The SNS treasury to pay these user rewards (aka airdrops) has got to last for many years which is why this first airdrop is limited to 1M CHAT.
