This proposal aims to approve the ICX DAO to purchase ICX neurons on idGeek with the goal of implementing the rage quit feature used by many DAOs on Ethereum.

The rage quit feature allows members to withdraw their share of the ICP treasury and exit the DAO if they disagree with the decisions being made. This feature promotes alignment and accountability within the DAO.

In terms of implementation, whenever ICX neurons are offered for sale on idGeek (https://xdtth-dyaaa-aaaah-qc73q-cai.raw.icp0.io/), the price per token should be set equal to or less than the ICP treasury divided by the number of tokens in circulation, excluding those held by the development team. Currently, this is 150K ICP divided by 19M ICX, which equals 0.0078 ICP per ICX token.

If the price of the neuron is set above 0.0078 ICP per ICX token, the DAO will not purchase the neuron. Additionally, the DAO reserves the right not to purchase the neuron if the spirit of the proposal is not satisfied for any reason. Any conflicts will be resolved using on-chain governance, as always.

De-register frontend asset canister

After the recent unfortunate proposal [13](https://dashboard.internetcomputer.org/sns/u67kc-jyaaa-aaaaq-aabpq-cai/proposal/13) resulted in a rugpull, it becomes evident that our organization, now under central control, should attempt a restructuring process. This initiative should begin from the grassroots level, and that's why I'm here. I propose that we start by stripping the development organization of the majority of its votes. These are our votes, which we handed over to the founders without much thought, trusting them to secure future rewards through voting. However, they had ill intentions towards us, as demonstrated by the misappropriation of the funds we entrusted them with for the development of our dapp. The creation of the DAO itself failed due to the immediate centralization of votes right after the creation of SNS.


**What do I propose?**
To take back the majority from the thieves. I understand that this proposal is likely to be rejected by the majority of developer votes, in order to quickly bury it in the 'Rejected' proposals list. Me purpose is to draw attention to the issue and show that there is a glimmer of hope for change. This is not my last proposal. I know that a longer campaign for decentralization will be needed until the parent organization loses its majority.

This is a bug fix release of the governance canister. The upgrade path from [proposal 127065](https://dashboard.internetcomputer.org/proposal/127065) skips the governance canister version from [proposal 126882](https://dashboard.internetcomputer.org/proposal/126882), but the release notes for the version that is deployed with this proposal are relative to the version from 126882. Thus, this upgrade also introduces a proposal type `MintSnsTokens` for minting new SNS governance tokens and disables following for critical proposals.

Set the memory allocation to best effort mode for all SNS canisters. The settings for the application canisters remain unaffected. The change means that the SNS canisters will be charged cycles only for the memory they actually use, and the memory use can grow up to the limit provided by the specification or until the memory of the subnet is full.

Upgrade SNS root canister

This proposal is designed to solicit community feedback on the idea of eliminating voting rewards, with the aim of reducing the inflation rate from its current 2.5% per annum to 0%. 

Notably, there are already a few DAOs, such as Dragginz and Sneed, that have successfully disabled voting rewards, demonstrating that such rewards are not essential for the effective operation of a DAO. Moreover, Gold DAO operates with a very low voting reward rate, further exemplifying that high rewards are not a prerequisite for active and effective community engagement. 

By proposing to disable these rewards within our DAO, we aim to assess the potential for preserving and possibly enhancing the token's long-term value by preventing unnecessary inflation.
